Gamlin inaugurates Dere at Hidum Hikar sector
AALO, Jan 6: Transport Minister Jarkar Gamlin inaugurated a Community Dere at Hidum Hikar sector amid Cheer on January 4 last.
Speaking on the occasion, Gamlin said that the Community Dere at various colonies and sectors have been taken up to mitigate growing needs of the people for social congregation and it should serve as platform for cultural and social activities.
Appreciating the land donor, he said that such noble gesture for social cause is exemplary and the sector people should take care to maintain the Dere from time to time as their own assets.

APSACS holds meet on ‘Tools of Evaluation’
ITANAGAR, Jan 6: Arunachal Pradesh State AIDS Control Society (APSACS) organized an orientation programme on ‘Tools of Evaluation’ yesterday. APSACS hired consultant experts, who are designated as External Technical and Financial Evaluator, as per the directives of Department of AIDS Control (DAC), National AIDS Control Organisation, Ministry of Health & Family Welfare, Govt. of India.
The main task of the External Evaluator is to critically assess the HIV/AIDS Targeted Interventions Project being implemented by NGO partners across Arunachal Pradesh. Speaking on the occasion, APSACS Project Director Dr. S Kakoty has stressed on honest evaluation of the NGOs based on various parameters provided by DAC, NACO.

ITANAGAR, Jan 6: The All Arunachal Contractor’s Welfare Association (AACWA) has urged all works departments like PWD, RWD, PHED, WRD and others to maintain CPWD manuals when they invite tenders for execution of works.
While highlighting some of the provisions under CPWD work manuals, AACWA general secretary Nabam Akin Hina said that no contractor will ever protest against any kind of deprivation by tendering authority, if the formalities are properly maintained. He also called upon the contractors to put the perfect rate in the tender for maintaining quality in work and not to file case if they lose a tender or bid as it causes inordinate delay in start of any project/scheme.

ITANAGAR, Jan 06: Election Commission of India has appointed Sudhir Kumar, IAS as Special Observer for overseeing the ongoing works of Special Summary Revision of Electoral Rolls in Kurung Kumey district.

Community resource management project for Tirap, Changlang, Longding launched
CHANGLANG, Jan 6: The ambitious North Eastern Region Community Resource Management Project (NERCORMP) was officially launched for the districts of Tirap, Changlang and Longding at Changlang here today by DoNER Minister Paban Singh Ghatowar in presence of Chief Minister Nabam Tuki, Union Minister of State for Minority Affairs Ninong Ering, Rajya Sabha MP Mukut Mithi and host of ministers, parliamentary secretaries, MLAs and government officials.
NERCORMP for Upland Areas is a livelihood and rural development project aimed to transform the lives of the poor and marginalized tribal families in the North East region. It is a joint developmental initiative of the North Eastern Council (NEC), Ministry of DoNER and International Fund for Agriculture Development (IFAD). The Project is into its third phase and includes the three districts of Arunachal Pradesh and Churachandpur and Chandel districts in Manipur.
NERCORMP is already under operation in Assam, Manipur and Meghalaya. The first phase was completed in 2008 and the second phase (NERCORMP II) started its operations in July 2010. The project adopts a holistic approach of development with two broad focus areas. These are i) Social mobilization, organization and capacity building to tap and realize the great latent potential of the communities by employing time tested traditional value systems and culture and ii) Intervene with the economic and social activities and infrastructure with predominant thrust on income generating activities to achieve economic transformation.
Major activities under the project includes capacity building of communities and
participating agents, economic and livelihood activities, extension and technology
transfer, credit, social sector activities, village roads and rural electrification,
community based bio-
‘NEAT’ – North East Agro Business Trade, is the common brand name used for marketing of products and produces of the communities across the project districts. The Project organizes ‘NEAT FEST” annually, which gives the communities to showcase their products and exchange knowledge. The project will be funded by NEC, Ministry of DoNER, for a period of six years starting this financial year.
Launching the project for the first time in Arunachal Pradesh, Ghatowar assured that it would immensely benefit the villagers and youths, especially those who are unemployed. He said once in full swing livelihood would be available to every citizen in the three districts.
Tuki expressed gratitude to the DoNER Ministry for expanding the hugely beneficial programme in the state and thanked the battery of officers from Government of India for camping at Changlang and sensitizing the people and state officials on the benefits and framework of NERCORMP. He said the project will usher in employment and thus bring peace in the three districts.

PPA demands immediate revocation of AFSPA
ITANAGAR, Jan 6: Lambasting both Congress and BJP leadership in Delhi and Itanagar for ‘doing nothing’ to revoke the long pending demand of the people of Tirap, Changlang and Longding districts for revocation of the Armed Forces (Special Powers) Act 1958, PPA chief ministerial candidate Laeta Umbrey termed the ‘repeated cold blooded massacre of civilian population by the armed forces’ as an open and brazen violation of human rights.
Condemning the draconian provisions of the Act which authorizes even a simple army man to shoot and arrest any person on mere grounds of suspicion, Umbrey demanded immediate revocation of the law from Tirap, Changlang and Longding districts.
“The inhuman law is a legacy of colonial era and its continuation a proof of a failed state and helplessness Govt.”
Umbrey stated that both the major national parties that ruled the country never bothered to realize that gun culture cannot be tamed through another gun culture. The infamous ‘Carrot and Stick Policy’ has miserably failed in the region and time now has come to retrospect and evolve a more humanitarian approach.
According to Umbrey, permanent solutions to the problems lie not through the barrels of the gun but through the democratic process of dialogue involving all the stake holders.
At a time when the true regional aspirations of the locals are being discussed through PPA and the North East Regional political Front (NERPF) under the leadership of Nagaland Chief Minister Nephio Rio and AGP leader Prafulla Kumar Mahanta and others, such indiscriminate acts of the security forces on civilian lives are extremely unfortunate and reveals the evil designs of the state as well as the UG elements to derail the normalcy process, Umbrey added.

East Siang ready to publish final electoral roll

RUKSIN, Jan 6: The special summary revision of electoral roll with January 1, 2014 as the qualifying date, which was launched in the state on October 1 last year, has come to end in all five assembly segments under East Sang district.
The electoral revision works in all five assembly constituencies falling under East Siang district have been completed, sources from District Election Office, Pasighat said. The final electoral roll was scheduled to be published today, but it was not published due to non receipt of formal order from State Chief Election Officer (CEO), the sources said.
Official sources informed that there was a mild increase in voters in all the five constituencies in the district. The overall rate of increase is about 2.46 percent (1,463 voters). After revision, the total number of voters in the district stood at 60,836 of which 30,127 are male voters and 30, 709 female voters.

It is observed that, female voters outnumbered male in all constituencies of the district which has attracted the attention of the election officers.

Delay good for serious aspirants
Dear Editor,
This in response to ALSU‘s plea to APPSC which was published in local dailies on 6th January 2014. ALSU says that APPSCCE (prelims) qualified candidates are getting demoralized because of delay in conducting main exam. How ALSU can say like that for us. In fact serious candidate are happy that they are getting more time for preparation. Public service commission exam is not a joke, subject like history and political science has lengthy syllabus. It needs good amount of time for preparation. Only the appearing candidate or those who have already appeared earlier in such exam will know about this. Even UPSC gives sufficient time for preparation of mains exam.
If we remember in 2006 APPSC took almost 6 or 7 months to conduct mains exam . Here , we want to say that conduction of such exam in short time puts candidate under mental pressure. So, if we are getting lengthy time for preparation, it is only good for us.
People should know that matter of APPSC and rejected candidates is in the court, so it is no body’s business to interfere on the issue. Therefore we appeal to all union , organization etc not to pressurize APPSC for early conduction of mains exam. But , yes we also feel that commission should clearly inform that it would take few more months ( If so) for the main exam. Accordingly those who are in job can take leave for the said exam.
If anyone has any issue in this matter, he/she should individually deal with the matter. Yes, after conducting mains exam, if result is delayed then union or association should interfere.
Our main concern is that commission should not be pressurized for early conduction of main exam. Therefore, through your esteemed daily, we would like to appeal all union or association not do so and also appeal to APPSC not to come under such pressure.

Education sector given top priority only in paper
Dear Editor,
On behalf of all the SSA teachers, I would like to sincerely request office of education minister, Govt of Arunachal Pradesh to respond the strong feeling of resentment of the teachers serving under SSA. Most of them serving in rural areas have not been paid salary for the last 3 months i.e. with effect from October, 2013. We know that present government is giving top priority to education sector but unfortunately at the ground level our teachers are facing so many problems and difficulties even after serving dedicatedly in almost all the rural parts of Arunachal Pradesh. We are deeply hurt by the way education department is not paying any attention and care to our teachers who are bearing all the burdens without getting salaries for months together.
It is to be examined and assessed by minister education whether it is justified or not? We want practical action rather than promises and words. Every day in all local newspaper we read about all the ministers especially minister education always stating that top priority will be given to education sector but the kind of situations we are facing are very much contradictory to the words and policies announced. Today our teachers are totally dissatisfied with the manner education department is managing the affairs of administration which does not care for the teachers compelling us to write to minister education through this daily to reflect our strong resentment. We never imagined that education department will delay releasing of salaries during this festive new year occasion but it happened because of the failure of minister. It is presumed by our teacher that education department doesn’t seem to care for us. This is not good at all.
We are impressed by the way Governor and Chief Minister in their New Year messages reflected the policies and programme of the government, whereby education sector has been declared as top priority sectors for human development. But the messages could have been more attractive to our teaching communities if they knew the ground realities being faced by the teachers who are not getting own hard earned salaries timely. This hollow message added more frustration amongst the teachers because SSA teachers couldn't enjoy this New Year festive occasion because of non release of 3 (three) months salaries.
Lastly, I on behalf of the teachers would like to request and appeal our Education minister to understand the feeling being reflected here. The pending 3(three] months salaries should be released as early as possible else we may be compelled to start democratic movement to get justice at any point of time in future.

The party stated that common citizen is facing serious trouble due to such practices adopted by VVIPs. The statement by opposition party holds some truth as many citizens have also complained about it. Especially students and medical patients are the worst sufferer. As most of the time seats are kept reserved for VIPs and VVIPs, those wanting to avail chopper service for emergency are left disappointed. The state government has to put an end to such VIP culture at the earliest. Let ordinary citizen avail the chopper service.
